A short list, so check it first
The ETS tool shows only 17 entries for 5412. If your state is not one of them, ETS has no qualifying score to show you, and the right step is to ask your state licensing agency what it requires. This is the full list as of November 2, 2026:
| Qualifying score | States and agencies |
|---|---|
| 135 | Missouri |
| 141 | Nevada |
| 146 | Alabama, Colorado, Delaware, Nebraska, New Mexico, North Carolina, Northern Mariana Islands, Oklahoma, Pennsylvania, South Carolina, South Dakota, Utah, West Virginia, Wyoming |
| 150 | Indiana |
A 146 meets 16 of the 17 listed requirements, and only Indiana asks for more. A 150 meets all of them. A score of 141 would meet two: Missouri and Nevada.
The longest clock in this group of tests
5412 gives you 2 hours 45 minutes for 120 questions, about 82 seconds per question. That is more time per question than the 60 seconds you get on 5312 or 5362. The questions are selected-response, so there is no essay to write. The test is aligned with the 2015 Professional Standards for Educational Leaders (PSEL), which were previously known as the ISLLC standards. ETS says the content was defined by a national committee of practitioners and preparation faculty and confirmed by a national survey. Some questions may not count toward your score.
Six leadership domains, uneven weights
| Content category | Questions | Share |
|---|---|---|
| I. Strategic Leadership | 20 | 17% |
| II. Instructional Leadership | 27 | 23% |
| III. Climate and Cultural Leadership | 22 | 18% |
| IV. Ethical Leadership | 19 | 16% |
| V. Organizational Leadership | 16 | 13% |
| VI. Community Engagement Leadership | 16 | 13% |
The counts are approximate. Instructional Leadership is the biggest block at 27 questions, and the two smallest, Organizational and Community Engagement, are 16 each. Strategic, Instructional and Climate and Cultural together make up 69 of the 120 questions, which is 58% of the test.
