MTEL Foundations of Reading (190): Format, Subarea Weights and the 240 Passing Score

The MTEL Foundations of Reading test (field 190) is required for several Massachusetts teaching licenses and is known for one thing: it goes deep into how children learn to read, from phonemic awareness to comprehension, and it asks you to apply that knowledge, not just recall it.
The format
- 100 multiple-choice questions and 2 open-response items.
- 4 hours of testing time (the 15-minute computer tutorial is not included).
- Available as a computer-based test and as an online proctored test.
- Passing score: 240 (a scaled score, not a percentage of questions correct).
The open-response items can relate to topics from any subarea, so you cannot skip a subarea and hope it only shows up in multiple choice.
The four subareas and their weights
- Foundations of Reading Development: 35%
- Development of Reading Comprehension: 27%
- Reading Assessment and Instruction: 18%
- Integration of Knowledge and Understanding: 20% (the open-response part)
Foundations of Reading Development is the largest single block: phonological and phonemic awareness, phonics, word analysis and fluency. Weakness here is expensive.
How to prepare
- Find your weak subarea first. Take the free MTEL 190 readiness test: it mixes questions across the content and shows the topics that cost you points.
- Learn the terms precisely. Many questions turn on the difference between related concepts (for example phonological versus phonemic awareness). Flashcards are the fastest way to make those distinctions automatic.
- Practice the open response with a structure. Identify the student's need from the evidence, name one targeted instructional strategy, and explain why it addresses that need. Time yourself.
- Rehearse the full four hours. Do at least one complete practice test with both open-response items at the end, as on test day.
