The CTEL passing score is 220 on each of its three subtests, on a scale of 100 to 300. The subtests are CTEL 1 (031), CTEL 2 (032) and CTEL 3 (033), and each is scored on its own. Together they hold 150 multiple-choice questions and 4 essays, and taking all three in one session takes 6 hours.

Three subtests, three separate results

SubtestQuestionsTimeFee
CTEL 1: Language and Language Development (031)50 multiple-choice, 1 essay1 hour 45 minutes$98
CTEL 2: Assessment and Instruction (032)60 multiple-choice, 2 essays2 hours 45 minutes$147
CTEL 3: Culture and Inclusion (033)40 multiple-choice, 1 essay1 hour 30 minutes$99

The multiple-choice questions are split by domain. CTEL 1 has 25 on language structure and use and 25 on additive-language development; its essay is on additive-language development. CTEL 2 has 15 on assessment of English learners, 25 on foundations of English language and literacy development and content instruction, and 20 on approaches and methods for ELD and content instruction. One of its two essays covers the assessment and the approaches-and-methods domains together. CTEL 3 has 20 on culture and cultural diversity and their link to academic achievement and 20 on culturally inclusive instruction.

How the multiple choice and the essay combine

Within every subtest, the multiple-choice section is weighted 70% and the essay section 30%. Raw points from each section are converted to the 100 to 300 scale, with 220 as the minimum passing score. Pass or fail depends on the total subtest performance, so there is no separate pass mark for the essay. Multiple-choice answers are machine scored. At least two qualified California educators score each essay, looking at purpose, application of content, and support.

The six-hour day

At a test center you can take one subtest or all three in a single session. For all three, the order is CTEL 1, then CTEL 3, then a break of up to 45 minutes, then CTEL 2. In that session the subtests are not individually timed: you have 6 hours in total (1 hour 45 minutes plus 2 hours 45 minutes plus 1 hour 30 minutes). Fifteen extra minutes cover the nondisclosure agreement and tutorial. If you take more than 45 minutes on the break, the extra time is deducted from your CTEL 2 time. After the break you cannot go back to CTEL 1 or CTEL 3.

Online, each subtest is a separate session, you register for each one, and no breaks are allowed.

Price: $344 or $260

Paid one by one, the three subtests cost $98, $147 and $99, which is $344. All three in a single test center session cost $260, so booking them together saves $84. Online, you pay for each subtest separately.

What a passing report does not show

California says passing subtest scores are not provided on test results reports. A passing subtest shows only your passing status, and if you do not pass, the report shows your total subtest score and diagnostic feedback on strengths and weaknesses. Results are available within 5 weeks of testing. CTEL scores must be used toward a California credential within ten years of the test date.

After a miss

You wait 45 calendar days from your test date to retake a subtest on computer. If you registered for more than one subtest in a single session, the 45 days run from your appointment date for all of them, even if you did not attempt one. A retake means registering for the entire subtest again, and parts of a subtest cannot be combined across administrations. A test may be taken as many times as necessary.
