Counseling students usually meet the Counselor Preparation Comprehensive Examination (CPCE) first, as a requirement of their graduate program, and the National Counselor Examination (NCE) later, for state licensure or national certification. The two exams share a lot of content, which is why they are easy to confuse. This comparison uses the CCE CPCE handbook (as summarized on our CPCE page, verified October 10, 2026) and NBCC's NCE candidate handbook.

CPCENCE
PurposeComprehensive exam set by your graduate counseling programRequired for counselor licensure in many states; one of two exam options for the National Certified Counselor (NCC) credential
Questions160 (136 scored, 24 pretest): 20 per CACREP area200 (160 scored, 40 unscored field-test items)
Testing time225 minutes (255-minute session)225 minutes (255-minute session, one 15-minute break after question 100)
Passing scoreSet by your program, not by CCEA minimum criterion score set for each form through standard setting
RetakesOne more attempt in the 6-month window, at least 30 days later; after a second failure your program must authorize againAfter a 30-day waiting period; the number of attempts is set by your state licensure board

Same content, different jobs

Both exams are aligned to the eight CACREP content areas, from professional orientation and ethics to research and program evaluation. The CPCE is built directly on them, with 20 questions per area. The NCE is built on six work behaviors from a 2019 job analysis (for example, Counseling Skills and Interventions is 30% of the scored items and Areas of Clinical Focus 29%), and NBCC maps those questions back to the CACREP areas. In practice, CPCE preparation is a good foundation for the NCE, but the NCE leans more on clinical practice.

Who sets the bar

This is the biggest practical difference. There is no national CPCE passing score: each program decides its own cut score, so the number to ask for is your program's. The NCE passing score is set by NBCC's standard-setting process for each form, and passing is what your licensure board or the NCC application looks at.

Do you need both?

Often, yes, at different moments: the CPCE to finish your degree (if your program uses it) and the NCE for licensure in a state that requires it. Check your program handbook for the CPCE and your state licensure board for the NCE and for any other exam it accepts.
